"Ship owner is being difficult and is now saying that he can only take the vehicles and 12 to 15 passengers. He also wants to charge more than what was agreed upon. At this point its agreed that its not acceptable that the mission not be completed. Its also not an option that we send the aid on the ship without any guarantee that it'll reach the other end."
